Alberta Health (AH): FUNDER and REGULATOR

Led by the Minister of Health
Roles:
Sets health care system priorities
Sets provincial budget for all health care services
Provides funding to Alberta Health Services
Works with federal government re: which services are publicly funded
Sets policies, legislation and standards
Runs Alberta Health Care Insurance Plan
Alberta Health Services (AHS):
SERVICE DELIVERY and COMPLIANCE MONITORING
The province’s single regional health authority (RHA). There used to be 9 and even 19 RHA’s in Alberta)
Funded by and accountable to Alberta Health, but NOT a part of it
Delivers services directly to Albertans
Runs hospitals and other provincial services such as surgeries, cancer care and laboratory services
Hires and manages health care staff
Negotiates with unions
Covenant Health: SYSTEM PARTNER WITH AHS
System-wide partner that collaborates with AHS to deliver services
Canada's largest Catholic health care organization
Technically a 'contracted provider' that is comparable to AHS, but is smaller and completely separate organization
Operates its own hospitals and other services (palliative care)
Fully integrated with AHS services, so the patient experience is seamless
Contracted Providers: SERVICE DELIVERY via CONTRACT
Independent organizations that are ‘contracted’ by AHS to deliver publicly funded services
Can be for-profit or not-for-profit
Examples include Dynalife (laboratory services) and private surgical clinics
About 80% of all continuing care services are delivered by contracted operators
Continuing Care Providers: INDEPENDENT ORGANIZATIONS FUNDED TO MANAGE FACILITIES PROGRAMS & SERVICES
Continuing care is an area of care services that supports seniors, vulnerable Albertans and others needing care for extended periods of time
19% of all continuing care services are delivered by AHS
45% of services are delivered by for-profit contracted operators
36% are delivered by not-for-profit contracted operators
